i've often wondered if a larger drone bay and bandwidth (but with no damage bonus) on the scorpion would help separate it from the falcon as an option in a gang, not like it does high damage now and would hardly be a nos/neut dominix.
however i guess it's one of those small changes in races that makes eve what it is, no missile ships for gallente, no drones for caldari, sub optimal large guns for matari, etc.

same applies to the matari really, only 1 drone boat before capitals.
carriers are specialist ships. It's only heavy drones 5 you need, and if you are training carriers it's a long haul regardless so a 20 odd days to get the weapons system sorted isn't much of an add on to the training for the jumpskills, BS 5 etc etc.

no, you must have fighters on a carrier pretty much unless you are going to use 9 medium hammerhead I's to rat in amamake with a shield tanked archon.
sentries are a different issue, nice to have but not essential to t2

and technically you could count the lachesis and ares.
but theres a raft of caldari ships that benefit from good medium drone skills as with all the other races, yes caldari are the only race without a 5 heavy drone BS but you do get other variations that are advantages on other races.
/philosophical mode on
those variations are what makes eve for me, otherwise all races would be the same and you would only need to train one race.
the variations run through out the game from region consistancy to racial attributes. it's what makes eve the largely dynamic environment it is (except pve.... :))

you could always use 2 heavy drones on your raven, and 1 on your drake
